A man was charged on Monday by the Island County Prosecutor in relation to the shooting death of a 15-year-old in Oak Harbor in August 2022.
In connection with the death of 15-year-old Ericolis Kelley, Jr. of Freeland, Oak Harbor resident Eric K. Keo is accused of first-degree manslaughter, second-degree assault, intimidating a witness, and tampering with tangible evidence.
A black Ford Mustang with the passenger side door open was being driven erratically across the city on August 22, 2022, according to the prosecutor’s office. The driver was a 22-year-old Oak Harbor man. The patient, Kelley, had been wounded in the abdomen when the man hailed down an ambulance, and the paramedics discovered this.

Investigation of Oak Harbor Teenager’s Shooting Death Continues
Kelley was declared dead at a nearby hospital because his injuries prevented him from being evacuated to Harborview Medical Center.
Police reduced the list of potential suspects via their investigation to three individuals who were present at the residence where the incident took place. Eyewitnesses to the incident declined to cooperate, according to the prosecutor’s office, despite investigators reviewing security footage and speaking with acquaintances of the three accused and the victim.
In February, police turned over their investigation to the prosecutor’s office.

According to the prosecutor’s office, Keo was suspected of being there when Kelley was shot, along with the driver and another child named in court records.
When he negotiated a plea deal with the driver in this instance, Island County Prosecutor Greg Banks was prosecuting both the driver and Keo on separate offenses. The individual “said that he needed to disclose what he knew and that he has been replaying the incident in his mind,” according to the prosecutor’s office.
At a hearing on Tuesday, Keo’s $500,000 bail was upheld.
