Deputies Identify Suspect Involved in Shooting Death of Woman and Her Mother

Investigators think that the person named by Orange County deputies is the person who killed two women on Friday.

Radrick Francois, age 20, was picked up by deputies because they think he shot and killed Tanga Lynn Owens, age 20, and her mother, Tanisha Rochelle Starr, age 39.

Friday around 11:30 a.m., sheriff’s officers were called to London Crest Drive because someone had been shot.

Deputies say that Owens and Francois, who have a 2-year-old child together, would often meet at the place where the killing happened.

Francois shot both women, grabbed the 2-year-old child from the car, and ran back to his Lake Sherwood apartment, which was caught on security video.

Killing Happened Because of a Fight

The families of the victims told deputies that this killing happened because of a fight over custody.

Francois is being charged with two first-degree murders after officers said he admitted to shooting Owens and Starr and killing them.

On Saturday, it felt like summer in Central Florida.

The arrest affidavit said that deputies were at the complex for something unrelated right before the shooting happened. This prompted a quick reaction, and deputies shut down all entrances and exit to the apartment while they tried to find both Francois and the child.

When cops arrived, they rushed the two women to the hospital and took an 8-month-old child out of the car where they had been shot.

Investigators brought out dogs and spent hours gathering evidence. When they saw Francois on the deck of his apartment, they finally arrested him.

The two-year-old was also found safe and sound inside the house by the deputies.

Francois told the sheriff’s deputies that he shot Owens in self-defense and that he shot Owens’ mother by mistake.

In this case, the police did not find the gun, but they did find bullets and magazines in Francois’ home.
