According to the Minnesota State Patrol, the incident occurred around 1:50 a.m. when a trooper noticed a Ford Fusion traveling northbound on I-94 without taillights near Lowry Avenue.
After pulling over the driver, Ricky Cobb II, it was revealed that he was wanted for a felony-level violation related to a domestic abuse no-contact order in Ramsey County. As troopers attempted to arrest him, Cobb resisted and drove away, leading to a foot pursuit by the troopers.
